Cringleford Football Club Information
CRINGLEFORD FOOTBALL CLUB CONSTITUTION
Cringleford Football Club has its own constitution, which outlines the way in which the Club is administered.
The constitution can only be changed by a vote of two-thirds of those present at either the Annual General Club Meeting or at an Extraordinary General Meeting. The Club's constitution is printed below.
1. NAME
The name of the Club shall be Cringleford Football Club.
2. AFFILIATION
The Club is fully affiliated to Norfolk County Football Association
3. AIMS
The aims of the Club shall be to provide opportunities for local children to take part in football activities as required by demand, with the emphasis on youth teams. The Club will seek to compete at the highest possible level and will endeavour to facilitate the provision of the best playing amenities and equipment available to us, in line with the growth of sport in Cringleford. Initially, the Club will focus on 5 to 8 years olds but in the long term the aim is to grow the Club to encompass all age groups.
4. MEMBERSHIP
Club membership consists of three categories as follows:-
- participating children,
- parents or guardians of participating children,
- Club Committee members.
- Club membership for participating children shall be open to all children aged 5 to 8 living in Cringleford, already attending the school and the normal catchment area of the village school. Any exceptions to this will only be allowed at the discretion of the Committee – by way of a decision at the next Committee Meeting. Once granted membership such an applicant will be able to continue membership without further request except for disciplinary reasons. Children under 16 will not enjoy a vote at the General Meetings.
- Parents or guardians will automatically become members upon their child(ren) becoming a member. They will enjoy a vote at all General Meetings.
- All Committee members, including coaches, will be deemed members.
The Club Committee shall not actively recruit outside the catchment area except where insufficient numbers can be attracted from within the catchment area to honour commitments or make the Club viable.
5. VOTING
Each Club member will be entitled to one vote at any General Meeting of the Club or any team Meeting for which he/she is a member.
At closed Meetings of the Club Committee each elected officer, co-opted member and team delegate (one per team) is entitled to one vote with the Chairman having an additional casting vote in the event of a tie.
At Meetings of a Team Committee each elected member is entitled to one vote with the Team Manager having an additional casting vote in the event of a tie.
6. OFFICERS
The following officers shall be elected by majority vote at the Annual General Meeting and shall form the management Committee of the Club:- Chairman, Vice Chairman, Secretary, Treasurer, Publicity Officer, Fund Raiser and Child Protection Officer. The posts may be combined as appropriate. Other posts may be created by a majority vote at an Annual General Meeting. Members may be co-opted onto the Club Committee by majority vote at a Club Committee Meeting.
A Development Committee may be formed in the future to include the above officers and will also have the power to co-opt additional members where appropriate.
A Discipline Committee shall be formed to include the chair, vice-chair, secretary and one co-opted member to discuss disciplinary matters as outlined in the Club's development plan.
The Club will consider annually appointing an Honorary Life Member. This honour will be bestowed on somebody who has made an outstanding contribution to Cringleford Football Club, to football in the village, to sport in the village or to village life. Any Club member can nominate a person for Honorary Life Membership and the nomination will be considered by the Club's Committee before the annual presentation evening.
In addition, the Club Committee has the right to appoint appropriate people from either within or outside the village as honorary vice-presidents.
7. CLUB COMMITTEE
The Club Committee shall consist of the elected officers plus the coaching staff.
8. TEAM OFFICIALS
When appropriate, the Team Manager, and other team officials as required, shall be elected annually by the members of that team.
9 MEETINGS
The Club shall hold an Annual General Meeting in June each year. All members shall receive 14 days notice of the Annual General Meeting. Other Meetings shall be on an "as required" basis. Club members may call a General Meeting subject to a minimum of six such members notifying the secretary. Committee Meetings will be held at regular intervals, usually monthly, throughout the year.
10. DUTIES
The Chairman shall carry out the following responsibilities:-
- be a figure-head for the Club
- attend official functions as required
- call and chair Meetings in line with the constitution
- support other officers as appropriate
- deputise for the chair as required
The Secretary shall carry out the following responsibilities:-
- arrange for and take minutes of meetings
- all correspondence with Football Authorities and Leagues.
- arrange for facility hire
- confirm fixtures, results, match cards and forms
- arrange for Insurance
- co-ordinate press reports as required by Team Managers
- maintain club records and statistics
The Treasurer shall carry out the following responsibilities:-
- maintain records of all receipts and payments
- honour all invoices received
- prepare end of year accounts for review at the Annual General Meeting.
- produce rolling 12 month budget projection
The Publicity Officer shall carry out the following responsibilities:-
- liase with Cringleford school on all events via newsletters, meetings or whatever is appropriate
- be spokesperson for all events, matters of village interest, discipline
- advertise events such as fund raising, coaching sessions, matches etc..
The Fund Raiser shall carry out the following responsibilities:-
- form a working committee to consider ideas for fund raising
- propose such ideas with costings and likely income to the Committee
- organise any fund raising by co-opting as many helpers as possible
- carry out coaching duties
- liase with the school on all matters relating to coaching and usage of school playing fields, premises and equipment
- control and maintenance of centrally held club equipment
- honour fixtures as required by competition organisers
- select players and inform them of arrangements
- collect fees as appropriate, maintain records and pass moneys to the Club Treasurer on a regular basis
- complete match cards and pass to Club Secretary in time for deadlines to be met.
11. FINANCE
All funds relating to the Club shall be maintained by the Club Treasurer and bank accounts opened as appropriate.
Bank mandates shall be maintained to allow cheques and payments to be signed by the treasurer and one of the chairman or secretary.
All monies collected by Club or team officers must be passed to the Treasurer with details within 7 days of collection.
No Committee Member may spend over £50 on a single item without the permission of the Club Committee or, in an emergency, the permission of the Treasurer and one of the Chairman and Secretary.
In the event of the Club being wound-up the Officers shall ensure that, after payment of all debts of the Club, any surplus assets are transferred only to another Club, Cringleford School, a Competition, a County Association or the Football Association, the exact disposal to be agreed at a General Meeting of the Club.
12. DISCIPLINE/CODES OF CONDUCT
Club members, officials and parents/supporters must conduct themselves at all times both on and off the field in a manner which does not bring the Club into disrepute. Anyone failing to do so may be subject to disciplinary action, including suspension or exclusion, by the Club Committee.
The Club has codes of conduct for players, supporters, officials, managers and coaches and these must be adhered to at all times.
A discipline Committee shall be formed to include the senior officers of the Club (chair, vice-chair, secretary) and one other co-opted member to deal with matters of a disciplinary nature. The Committee will have the power to call players before it and also to impose additional fines and suspensions over and above those imposed by Norfolk County FA. Players who are adjudged to have a particularly bad disciplinary record will also be asked to appear before the Committee. Players will be charged a fee of £10 for bookings, made payable direct to the Club. The Committee also reserves the right to cancel the registration of persistent offenders. To do this the discipline Committee will make a recommendation to the full Club management Committee
13. CHILD PROTECTION POLICY
The Club has appointed a Child Protection Officer and adopted the Norfolk County FA child protection policy - copies are available.
All procedures are documented for ease of understanding. All Committee members will all be Criminal Records Bureau (CRB) checked.
14. AMENDMENTS TO THE CONSTITUTION
Any amendments to this Constitution shall require the consent of two-thirds of the members at a General Meeting.
The above Constitution was adopted at the General Meeting on 20 October 2005.
